OK, we all must let SONY know about the major AI flaw found in 'pitstop length' races !!
email them about this bug. everbody that owns the game must do this, or we will never accomplish anything about it !

this is what i wrote
Hi,
I'm writing to inform you of a major issue that i've
experienced while playing the new Formula One '04 PS2 game.
This game is very, very good - i noticed many improvements from last year's game. But, there is a big problem when using
simulation mode + running race weekend races that utilize
pitstops.
The AI computer cars slown down line to a crawl at just about the time that my pitstops come due. [when the 'garage' turns blue, indicating my stop is coming up]. I've mainly noticed it when the AI cars are near the start / finish line, but i don't think it is confined to that area of the track only.
I've tested at 50% / 75% / 100% race distances, and it occurs
in all of them.
If you are anywhere the AI cars when they get the 'slow down' bug, you'll need to dodge them, and typically will instantly gain 5-6 positions.
Needless to say, this isn't very realistic, and is a major issue. This is holding an otherwise excellent game back, unfortunately.
